PFAS Removal Rebate Program for Private Wells

**NOTE – FUNDING FOR THE PFAS REMOVAL REBATE PROGRAM IS CONTINGENT UPON FUNDING APPROVAL BY THE LEGISLATIVE FISCAL COMMITTEE AND THE GOVERNOR AND EXECUTIVE COUNCIL. THE INFORMATION BELOW IS BEING PROVIDED TO HELP ANSWER QUESTIONS AND TO PROVIDE BACKGROUND INFORMATION ABOUT THE INITIATIVE**

NHDES will provide a one-time rebate of up to $5,000 per residential unit to assist eligible private residential well users in the purchase and installation of a treatment system (point-of-use or point-of -entry) designed to remove PFAS or up to $10,000 per residential unit to connect to an existing public water system.

The following entities are eligible to apply for the rebate program:

  • Owners of single or multiple-unit residential properties serviced by private well(s)
  • Tenants and occupants of residential property serviced by private well(s) where the owner of the property has not applied for the rebate for the same property.
  • Vendors and subcontractors may apply on behalf of an eligible applicant with an appropriate waiver of claims between the two parties.

Applicants must be able to provide documentation of a PFAS exceedance with no offer of an alternate water source from a third party. Eligible PFAS exceedances include an exceedance of one or more NHDES Ambient Groundwater Quality Standards (AGQS).

Documentation required with the rebate application include:

  • Certification that the applicant is not receiving alternate water from a third party
  • Certification that the installation complied with applicable state and local plumbing regulations and local permitting requirements
  • Analytical lab results showing an exceedance of one or more of the PFAS AGQS
  • Photo documentation of the installation
  • Filter model and serial number and/or specification sheets for media and equipment installed
  • Post-treatment analytical lab result showing PFAS below the AGQS
  • Proof of ownership or residency
  • Final paid invoice or final invoice from vendor/subcontractor, as applicable
  • Waiver of claims, if applicable

Application:

Funding for the rebate program was only recently established. The program is in development and we anticipate that we will be accepting applications in two to three months.

  • If the NHDES sampled your well, an email or letter will be sent out to you indicating that the program is accepting applications.
  • If you sampled your well yourself or hired someone else to sample your well, please email pfasrebateprogram@des.nh.gov requesting to be added to a list to be notified when the program is accepting applications.

Note: Treatment installations completed after September 30, 2019 are eligible for this program.  Eligibility must be determined through the application process and approval from NHDES to receive a rebate.

Saturday in District 3

We redistricted this year, and there were some changes. My new district is comprised of Charlestown, Newport, and Unity. I spent some time in all three today. Charlestown had it’s yard sale extravaganza today. Then, I went and met some people at the Unity Transfer Station.

After that, it was off to Newport for a few stops and of course, a Coronis Market grinder.

I hit Beaver Pond Farm on the way back

… and finally Charlestown House of Pizza for dinner

Bridge Inspection on Route 11 in Charlestown

Daytime work will temporarily close one lane on the bridge for three days, July 19-21, 2022.

The New Hampshire Department of Transportation announces that an in-depth inspection will be performed on the bridge carrying NH Route 11 over the Connecticut River in Charlestown, NH beginning on Tuesday, July 19, 2022.

Weather permitting, the inspection is expected to take three days, Tuesday, July 19, 2022 through Thursday, July 21, 2022.

The bridge will be reduced to one lane of alternating two-way traffic as needed and as weather permits from 8:00 am to 5:00 pm daily. Lane width on the bridge will be 10’-0” during the inspection. Flag persons, and warning signs will be used to notify motorists of the lane closure. Motorists are asked to use alternate routes if possible to avoid delays. In the event of adverse weather, the inspection work may be delayed until the next suitable workday.
